How Many Husbands has this Woman Killed?
I was looking at our local news online and came across this story about a local woman who was just indicted for killing her second husband:
I remember when this woman's first husband died--everyone said he was trampled by cattle but it sounded a bit suspicious then. Now that she has been indicted for the murder of her second husband, I wonder if there will be any investigation to see if there was any foul play in the death of her first husband?
The widow of a former Knox County District Attorney now faces first degree murder charges for the death of her second husband, a popular West Knox County barber. Raynella Dossett-Leath was free on bond Thursday night. She is charged with the 2003 murder of David leath.
David Leath was shot in the head on March 13th as he slept in the couple's bed. The death was ruled a homicide, but it took 3 years for a break in the case.
Late Tuesday a Knox County grand jury indicted the widow. She posted a $5,000 bond after turning herself in.
The crime scene was the family's 165 acre farm on Solway Road where Raynella still lives. Her first husband, former DA Ed Dossett also died there in 1992. That death was ruled an accident. In a wheelchair and weakened by cancer, authorities believe Dossett was trampled by cattle.
In 1995, Raynella Dossett-Leath was charged with attempted murder. She was accused of firing several shots at a man inside her barn. She was never convicted in that case.
I remember when this woman's first husband died--everyone said he was trampled by cattle but it sounded a bit suspicious then. Now that she has been indicted for the murder of her second husband, I wonder if there will be any investigation to see if there was any foul play in the death of her first husband?

Wow, sounds like a wife from hell... Lucky I'm 15, I'm going to stay single for as looong as possible.
You do that, Will, and tell every single one of your male friends to do the same and to tell their friends too.
As I see it, the objectives for any young man these days should be as follows:
1. Make absolutely 100% certain that at least until you are in your early/mid thirties, you don't get married, don't get any woman pregnant and if whatever legal jurisdiction you are in has or gets palimony laws, you don't get involved in any 'relationship' with a woman whereby she can lay claim to your assets or future income.
2. Get your career on track
3. Live abroad for a while - if you don't do it in your twenties, you probably won't do it until you retire, if at all.
4. While you're living abroad, get a foreign passport and bank account. Choose a country that is not overly compliant with your current jurisdiction and if possible make sure the bank account is non-interest bearing so you don't have to declare it on you tax forms. Never transfer money to or from that account. Use cash only
5. Never go near a woman who is a feminist, a divorcee, claims she has been abused or is otherwise weird of has a victim mentality.
Why?
Point 1
Remember all those things your mother (should have!) told you: "work hard", "save/be careful with your money", "get yourself educated", "make sure you exercise" etc. The effects of those things are cumulative; they barely show in one's early twenties but are increasingly evident as you get to thirty and beyond, making it much easier to make a better choice of partner. In addition, women lose their looks both amazingly quickly and earlier than men (it is surprising how quickly even many of the good looking ones fade), AND they start getting in a flap about their biological clocks, so time is very much on your side. Also, by your early thirties, you will have had more girlfriends so can better judge people, the laws and politics will have changed (and probably not in your favour) and you will have seen friends go though marriage and divorce so you will be better placed to decide if it's even worth getting married at all. Finally, because of the different choices men and women make about potential partners, the number of such partners available to women plummets as they get older but rises for you so by your mid thirties, you'll have your pick of a number of women who wouldn't give you the time of day when you were 18 IF you have your career in order.
Point 2
Obvious
Point 3
As stated
Point 4
A number of countries are already denying passports to those they have trapped with impossible child support/alimony orders (see 'imputed income' for example). If you have a multiple passports, the country you live in cannot trap you like that so if things get really oppressive for guys or even for you personally as increasingly is the case for so many, many divorced men, you can go live somewhere else. Once you get past thirty or so, it will get harder and harder to get a passport for another country so get one now. Really. There's huge upside and very little downside: living for an extended period in a foreign country is great for broadening your horizons and your understanding of the world. What do you have to lose?
Point 5
There are too many fruitcakes out there and false accusations are too easy to make and too hard to defend against. It's simply not worth the risk and you have too much to lose.
It's GREAT that you are aware of the gender issues so young. It astonishes me that guys are prepared to spend such vast amounts of time and energy developing their careers and working so hard, often at jobs they hate, and so little on the fact that the rewards of all that effort are so likely to be stolen from them by a corrupt court system. The great irony of course, is that it is those who have worked hardest and who contribute the most to the economic welfare of the country who have most to lose, and all for the want of an hour or two familiarising oneself with how utterly biased the law has become, and the few, by comparison to the potential harm, relatively inconsequential lifestyle changes you can take to protect yourself.
There's some great resources online. There's some starters for you below. Note that these are by family law attorneys and other experts, NOT bitter divorcees. Do talk to some of your parents' male friends about their experiences and encourage your friends to do the same. You will find horribly consistent stories. Do not misunderstand me, there ARE plenty of good women out there, but the legal situation now is so skewed that if you get married or get a woman pregnant, then effectively your wife/girlfriend has a gun to your head which you can never remove and for which you have to simply trust that she will not EVER pull the trigger despite her standing to gain massive amounts of cash and near total control of your kids from doing so. Hang in there. Hopefully a male contraceptive will make life much easier for you but either way, staying single gets much easier as you get older and in this sorry state of affairs it's the only real way to protect yourself. Good luck. You're going to need it, and remember, tell as many young guys as you can. This sh** will only stop when decent women realise it's hurting them and THEY vote to stop it.

Will,
Marriage can be very wonderful, if you find the right partner. Obviously, the men who married the black widow in the article found the wrong one. The lesson to take here is not necessarily to stay single, but to keep your eyes open, to get to know your partner before getting married, and to think about the types of qualities you would find important in a partner. If you want someone who is loyal, brave, kind, etc. find that person and don't settle for less. Some people will try to become what you want for a short time, and then change, which is why it is important to get to know someone very well before getting married. There are many good people out there, all you have to do is find one--at a later age of course. Do not be discouraged by women like these, they are the abberation of women in general, but are typical of female killers. I write about them because the system seems to be lenient towards them (I mean really, $5000 bond for murder?) for being women and does not fight for their victims because they are men. This is unfair and unjust. But I do not mean to send the message that any woman you meet is a potential killer, it is simply not true.
Will - Ilooked at the nomarriage.com site you linked to. Seems more of a site for loser men to go and get a mail-order bride. And what's with the articles about how to take advantage of "services" offered by hookers? Now, while I agree that there are some nasty women out there, and there are a small number of women who kill, I think you are really in need of help, if you think that, men ought to get into ordering mail-order brides from some third world country, or to spend all your free time picking up hookers.
Will,
Don't marry someone crazier than yourself; don't eat anything larger than your head.
Do those things and you'll live a long, healthy life.
$5000 bond? Now THAT is insane. She may be a serial killer, and they give her a $5000 bond. I am stunned.
Trey
"if you think that, men ought to get into ordering mail-order brides from some third world country,"
What is so strange about that? Do American women have some kind of entitlement to American men?
"if you think that, men ought to get into ordering mail-order brides from some third world country,"

One tip I gave my son, who is coming into marriageable age - military women tend not to have the character flaws that some many civilian women have. They don't have the sense of entitlement about the basics like food and heat and a bed to sleep in, and they have a strong sense of fairness and equality, since that is so deeply embedded in military culture(equality within the same rank, I mean). They, like other service people, know better than to take a lot of things for granted, they know what it is to be judged and accepted for your actual contributions rather than your looks or connections, and what it is to be truly capable of defending yourself without having to whimper and hope some man comes along to save you - and all this, very oddly, in a setting where they are in shall we say, a seller's market. Maybe that just makes it easier for them to see what a cheap trick that twitch-you-booty business is. Fortunately, the miltary is just where he is headed, so it should be easy.
"What is so strange about that? Do American women have some kind of entitlement to American men?"
Funny, I was wondering the same thing about American men -- are they entitled to responsibility-free sex? Last I checked, sex is completely optional except in the case of rape, and abstinence is a really perfect way to prevent getting hit in the wallet for child support. But anyway, an in-law went the mail-order route (he was into the whole "I need a subservient little wifey" thing). Turns out the new wife needed a heart-lung transplant, what a surprise. Talk about your unexpected medical expense. Not much sex happened because of that, or housework or any of the other subservient-wifey stuff. She can't have kids. He couldn't exchange her for another model. But she was a pretty little thing, Philippine I think, and nice enough. She's still kicking as far as I know. She and her family did what they had to do to keep her alive, and I can't fault them, and as far as I'm concerned, my dumb in-law got what he deserved. So, go ahead, American guys, save the world one mail-order bride at a time.
Oh, and Jim? I'm a female veteran, and you couldn't be more wrong about military women. They rarely marry enlisted men (I knew of two during four years in the Air Force), are a rare commodity on any base and certainly overseas, tend to be a bit older and better educated, and have a clearer idea of their future outside the military. They see what happens to military families -- poor and frequently separated. I knew some enlisted woman who were discreetly involved with officers (but couldn't date in public or marry because of the fraternization rules), and a large number who had boyfriends but knew the relationship would end when the tour of duty did. There were a few trying to keep together a relationship after being reassigned to different bases, but they didn't tend to last long. And there were a surprising number of women having lesbian relationships overseas because the men were just not in the same league as them and they were lonely. We are strong women, but we know we can support ourselves and aren't desperate for husbands. And we have the same veterans benefits as the guys. I didn't get married until after I finished graduate school and started a career.
Jim - I am no feminist, but, you sure seem to have some rather skewwed views about women in general, and American women in particular. And, if you go the mail-order route, you will rarely get your dream women. Asian women who are university educated, or Eastern European women with similar credentials will rarely go the mail-order route. What most mail-order brides, are, poorly educated, lower-class women, looking for an easy way to get to America.
American men who buy mail-order brides are g enerally freaks or losers who cant get a regular American woman give him a second look.
Uh, yeah, Jim, ditto. I don't think anon. 9:02 was impying in the least that American women are entitled to American men. I think the obvious implication is that ordering a spouse from a mail-order situation is a pretty stupid way to choose a spouse. If you don't want a spouse, particularly an American one, fine. But to choose someone you hardly know is preposterous and asking for trouble too. And, as previously mentioned, those women who are available through those means would only be marrying you because of your money or to get to this country. So, how would that be better than marrying an American woman? Except, as mentioned, that the mail-order bride might be subservient, at least for awhile? And if that's what you want, then that is pathetic. Not to mention stupid, since that the subservience will eventually be discarded.
"Anonymous said...

Actually I have a jaundiced view of civilians, especially after the circus around the WTC survivors. Compare their sense of entitlement to that of the attitude of the Pentagon attack survivors. American women are no worse than any other American civilians - living an a cozy little paradise with no idea of what it takes to keep them so protected. Like pudgy little Hobbits. That is not a slam against the women in particular. It's just pretty hard to see civilians are as adults in any real sense.
And I absolutely agree with both you and the next commenter about mail order brides. There really are decent men who get involved with those schemes. I suppose. But looking at it from the woman's side, thise schemes are just not worth the risk. First they as often as not are traps to recruit women into prostitution, and since the schemes involve importing the women, the arrangers can hold immigration offenses over the women's heads. The fact that they prey on people's hopes and dreams sickens me for a better life. And even if the deal ends up in a bonafide marriage, it's just a creepy wiay to find a mate.
As for the subservience bit, that is basically an illusion, although a pretty common illusion. The amitious sort of person who takes the trouble to immigrate is not likely to be very subservient.
"And, as previously mentioned, those women who are available through those means would only be marrying you because of your money or to get to this country. So, how would that be better than marrying an American woman? "
Well, quite. It would be about the same thing, wouldn't it? That's the point. But as I said in the beginning, there are American women who are not just looking for a new daddy their own age, and I suggested one place to look for them.
I remember Ed Dossett's death also. It really makes you wonder. Over the past 20 years I've had a lot of exposure to farming. Cows are large, very dumb animals. On foot, I've chased herds through field to get them on trucks to go to the stockyards. I can stand in the field waving my arms and 40-50 cattle running strsight at me will turn away. I, very carefully, even herded a black angus bull up the road and back to its field from which it had some had escaped.
I believe that their is a tendency to not believe women can be killers, especially nice, middle and upper class ones. I remember a case I saw on TV, in North Carolina I think, where a woman killed 2 or 3 husbands via poisoning only to be caught doing the same to here present one.
This woman in N.C. killed several husbands and others. Here's a couple of cases from Ohio where they got caught the first time. One killed her doctor husband, the other hired someone to kill her doctor husband. How bad could a divorce settlement from a rich doctor be?
JW also has a good point about the abuse angle. Governors, Brereton Jones of KY (9 women) and Richard Celeste of OH off the top of my head, have gratned clemency to women who claimed abuse although they were convicted in a court of law by 12 honest peers.
My favorite is the woman, SHERRY POLLARD, 33
, in Louisville who arranged for her brother to kill her policeman husband. She never claimed abuse until after she was convicted. NOW and other feminists were all over this stuff. The woman who spear headed the effort received the AUWW Kentucky Woman of the Year award. The hitman's still doing time. Gosh, he rescued this innocent poor woman. He should be rewarded.
There is a book and documentary about how great Jones's actions were. Here was so proud and brave that he did it on his last day in office as a lame duck. Celeste also did it as a lame duck.
There are literally thousands of womem in the U.S. looking for ways to justify a woman murdering a man. PMS, post partum depression, abuse, etc. Men just get the chair, or needle. Some of these case may well have been justified but from info I read when it happended, not all. Such things definitely be the decision of a lame duck governor looking to curry political favor.
I'm curious how "mail-order bride" is defined these days. Is it an American man pursuing any foreign woman? Canadian, perhaps? Or just women from significantly different cultures? Or third-world economies? Is a Chinese woman pursued while living in China somehow different than a Chinese woman pursued 6 months after moving to the US? One year?
Is it the mechanism by which the introduction takes place? What is the fundamental aspect distinguishing the decades-old, and mostly obsolete, address purchasing service (traditionally, and inaccurately, referred to as a mail-order bride service) from, say, Match.com? Or its Russian equivalent?
In an Internet world that has diminished the significance of national boundaries in both personal and business relationships, what is the fundamental aspect that distinguishes a "mail-order bride" from, say, the attractive, well-educated, well-mannered lady (in the traditional sense) an American man might have happened to meet through one of the dozens of available online services? Is it the border-crossing that makes it verboten?
Or is it the assumption that the liberated, Western woman is intrinsically superior to all others and, therefore, any pusuit of alternatives is an obvious attempt to acquire a woman with attributes that Western feminism denounces: servility, docility, humility, etc?
Given the contempt that is heaped on men for pursuing "mail-order brides", it might be useful for the people who have expressed that contempt to define their terms.
Some military women are outstanding, some are just sluts in uniform, most are somewhere in between. As far as some being in lesbian affairs "while overseas" because of the lack of desirable men, I have some doubts. Most I knew loved the situation because American men outnumbered American women 10-to-1, so most had men trailing after them like a string of ducklings. That's even with easily available Filipino women all over the place looking for their ticket to America.
News flash: most military women had a not very good reputation among military men except as short-term girlfriends -- largely for reasons anonymous listed above, but also because of the low moral caliber of so many military women as far as sexual fidelity went (which put them down in the same gutter level as many or most of the men -- go figure).
I find it quite amusing that you, Helen, someone who claims to be intelligent is basing your opinion on information which is false. If I were you and wanted to build or maintain any sort of credibility I would research before I made of fool of myself, by following misinformation provided by a yellow journalist who is searching for a story. If you or any of your misinformed, ignorant blogger friends researched the case, you would know that most of the information presented by the media is fabricated. I pray for those of you who stand on a pillar of ignorance.
Dadvocate, obviously you have not worked with very many cattle if you have never had to run from them. I have been exposed to farming for over 20 years also, and I have seen cattle like you are talking about, but I have also seen cattle that I wouldn't step in the field with much less stand and wave my arms. For all of you that believe that cattle are just "large, very dumb animals" read this study done on Risk factors for animal related injury among Iowa Large-livestock farmers. Just read the second sentance that states "Farmers face a death rate from work-related injuries that is more than 5 times that for U.S. workers in general." So, dadvocate I recomend you stick to your day job so you don't get hurt.

Really?
Show us the "facts" Seth!
Commmit yourself to your claims!
Join the dark side Seth.
Why are you asking me to show you facts, because the media can't produce them? Well for starters the Dossett family never raised dairy cattle, and many are claiming that Ed Dossett was trampled by a milk cow. Secondly, the media is reporting that Ed Dossett was trampled because he was in a wheelchair. Ed was never in a wheelchair when at his residence, he was trampled because he was too weak to run from the cattle, cancer will do that to you. Also the reports of the "give the baby or I'll shoot" about the first criminal incidence is amusing because the man was confronting Ms. Dossett for money for his preteen, not baby. This list goes on and on. So if you want to challenge me I will continue to present to you the facts! I appreciate your inquiry.
Just to add to the misogyny fires...
I keep meeting and hearing about women who marry very old rich men. (Like Anna Nicole and whatshisname but not so grotesque and public.) Then they're young widows who are "set." Sometimes they go on to marry the next rich old guy (or not).
Does this gross anyone out besides me?
Some have said, "Nice job if you can get it."
To which I say, "You can have it! The only thing about being married to a rich man is that you're married to a rich man. There's plenty of strings attached."
Mama warned me about it a long time ago. She broke off an engagement to a rich man and ended up a lot happier, and after all a lot richer in the end, too. She knew I was like her in many ways--wanting to own my own life. I am happier and richer for it too.
SaltedSlug:I'm curious how "mail-order bride" is defined these days.
Mail-order bride: a woman who lists herself in a catalog or another medium for the purpose of marrying a man from a distant and considerably wealthier country, in order to immigrate to that country and acquire means of support. A foreign equivalent of a "trophy wife".
JW: My son's a cop, last December he had three suicides of men married to mail order brides: There's something about that genre that seems to act as a major ramp up for male suicide. There's also a fairly major abuse risk to the man (and the woman for that matter).
Marrying someone from a very different culture is a recipe for disaster. Someone you don't understand, and who does not understand you, cannot provide true companionship, no matter how much time she spends cooking and cleaning. The only cross-cultural marriages that I know to be happy are those where one partner is very well-versed in the other's culture.
Here are some points and counter points about the whole international marriage thing.
SECTION 1. SHORT TITLE; FINDINGS; TABLE OF CONTENTS.
(a) Short Title- This Act may be cited as the `International Marriage Broker Regulation Act of 2005'.
(b) Findings- Congress finds the following:
(1) There is a substantial international marriage broker business worldwide. A 1999 report by the Immigration and Naturalization Service (INS) estimated that there were at least 200 such companies operating in the United States, and that as many as 4,000 to 6,000 individuals in the United States, almost all male, found foreign spouses through for-profit international marriage brokers each year. The international marriage broker business has grown significantly in recent years, greatly facilitated by the Internet. Studies now suggest that 500 such companies operate in the United States. In addition, the total number of foreign fiance(e)s entering the United States each year more than doubled between 1998 and 2002. It is currently estimated, then, that at least 8,000 to 12,000 individuals in the United States find foreign spouses through for-profit international marriage brokers each year.
(2) The 1999 INS report notes that `The pervasiveness of domestic violence in our society has already been documented, and with the burgeoning number of unregulated international matchmaking organizations and clients using their services, the potential for abuse in mail-order marriages is considerable.' The author of the study commissioned for the 1999 INS report noted further that
American men who use the services of an international marriage broker tend to seek relationships with women whom they feel they can control.
( NOT TRUE: that statement is not in the 1997 INS Report as verified by this Google search,
Google Search
Additionally one of the respondents to the survey performed in conjunction with the 1997 International Matchmaking Organisations: A Report to Congress , demonstrated clearly the lack of need for the new provisions of this law,
Quote:A woman who met and married a U.S. citizen through an international matchmaking organization wrote to say, "Now we are going to educate the entire world in the abstruse immigration laws? Spend the money on higher priority matters. Most folks can handle these other matters themselves. 'No sparrow shall fall' government is not what the American people want. It seems that you are putting a safety warning label on Americans.", http://uscis.gov/graphics/aboutus/repsstudies/Mobrept.htm
(3) The dangers posed to foreign women who meet their American husbands through international marriage brokers are underscored by the growing number of cases across the United States of foreign women who have been abused or killed by those men.
(By the proponents of this law own survey they failed to demonstrate an abuse rate in excess of 0.22%. What is underscored by the new laws and well documented by the INS reports are the rates of Marriage Fraud perpetuated Foreign Immigrants.
Quote:“There is no question that many of the alien women who advertise for U.S. husbands are far more interested in gaining permanent residence alien status than in gaining a good marriage” THE "MAIL-ORDER BRIDE" INDUSTRY AND ITS IMPACT ON U.S. IMMIGRATION; Robert J. Scholes, PhD
Quote:The most common times for mail-order brides to leave the marriage, according to Martin (n.d.) are "immediately, 3 months after marriage (receipt of the green card), and 2 years after marriage (receipt of nonconditional permanent residence”, THE "MAIL-ORDER BRIDE" INDUSTRY AND ITS IMPACT ON U.S. IMMIGRATION; Robert J. Scholes, PhD
Which this law will clearly places MORE American Citizens at risk.
Additionally the plight of American Citizens who are the victims of Marriage Fraud is grossly underscored and far exceeds the rate of abuse in these relationships. Current statistics place the number of visa beneficiaries fraudulently entering into marriage or engaged to be married at 8% compared to 0.22% rate of abuse
To which this law will serve the rate of these nefarious activities will be a BOOM.
Two highly publicized examples are the murders in Washington State of Susanna Remunerata Blackwell of the Philippines and Anastasia Solovieva King of Kyrgyzstan.
In addition, a 2003 survey of programs providing legal services to battered immigrant women across the country found that over 50 percent of these programs had served immigrant women clients battered by American men they met through international marriage brokers.
(As disturbing as the “over 50 percent” rate of spousal abuse sounds further examination reveals it is purely “Fabricated” and may be the best evidence in support of the use of IMBs
Quote:“Layli Miller-Muro, of the Virginia-based Tahirih Justice Center which represents several abused brides. A survey by the group found that 50 percent of 175 U.S. legal-aid groups had been approached by abused mail-order brides”, : http://movingoutmovingon.bloghi.com/2005/11
According to USCIS : International Matchmaking Organisations: A Report to Congress, IMB are responsible for 4000 marriages per year,
Quote:“Professor Scholes (1997) estimated that as of 1996, the number of marriages resulting from mail-order agencies annually was 4,000” http://uscis.gov/graphics/aboutus/repsstudies/Mobrept.htm
Which places the number of Mail Order Brides living in America approximately at over 40,000 for the 10 year period of 1996 to 2006. Which means approximately 88 U.S. Legal aid groups reported being approached by 1 abused Mail Order Bride or an abuse rate of 0.22%.
Similarly this was the findings of the study International Matchmaking Organisations: A report to congress
Quote:“Since the number of these self-petitioning abuse cases to date has been very small, it does not yet present a sound basis for generalizing to the total population of spouses”.
The resulting abuse rate is far below the national average of Domestic Violence for domestic marriages as illustrated by the next sentence.)
(4) 30.4 percent of all women in the United States are physically abused by their husbands or male-cohabitants at some point in their lives.
49.3 percent of immigrants reported physical abuse by an intimate partner during their lifetimes with 42.1 percent reporting severe physical or sexual abuse.
(Misrepresentation of Facts. The statement was borrowed from
Quote:“Offering a Helping Hand: Legal Protections for Battered Immigrant Women” page 17,
http://www.wcl.american.edu/journal/genderlaw/10/10-1orloff.pdf?rd=1
and pertains to a demographic other then Mail Order Brides.
The full sentence reads
Quote:“A survey conducted among Latina immigrants in the D.C. area found that 49.3% reported physical abuse by an intimate partner during their lifetimes 11.4% reported sexual abuse and 42.1% reported sever sexual or physical abuse”
Needless to say they ARE NOT talking about Foreign women who met their husbands through an International Introduction Agency. Latina immigrants would include Political asylum, H1B visa holders, and as well Illegal immigrants applying for legal immigration under various amnesty programs. )
Among immigrants who were married or formerly married the lifetime abuse rate raises as high as 59.5 percent. 72.3 percent of abusive United States citizen or lawful resident spouses never file immigration papers for their abused spouses and the 27.7 percent who eventually do file wait approximately four years to do so.
(This statement as well is included in the same paragraph from
Quote:“Offering a Helping Hand: Legal Protections for Battered Immigrant Women” page 17,
http://www.wcl.american.edu/journal/genderlaw/10/10-1orloff.pdf?rd=1
Again, the statement or the survey does not qualify them as Foreign women who met their spouse through an International Introduction Agency. They could have been married in the country of origin and immigrated as a family through various Political Refugee to include Cuban Boat People, El Salvador, Guatemala, or Mexico refugees.
In 1994 Congress included immigration protections in the Violence Against Women Act (`VAWA') to remove the ability of abusive United States citizens and lawful permanent residents to fully control their alien spouse's ability to gain legal immigration status. By removing the threat of automatic deportation, VAWA aims to enable battered immigrants to take actions to protect themselves and their children, such as filing for a civil protection order, filing criminal charges, or calling the police.
5) Aliens seeking to enter the United States to marry citizens of the United States currently lack the ability to access and fully verify personal history information about their prospective American spouses
(The same applies to the American Citizen petitioner as well. Many Country’s Citizens or Foreign Nationals residing in those countries are exempted from the USCIS requirement of providing a police report.
Also there are NO requirements to provide the US Citizen with a copy or inform them of the results of the police clearance.
Additionally the Police Clearance and US Immigartion laws only address convictions, not arrest without conviction. This law requires American Citizens to record and submit arrest not resulting in convictions. Some thing not even INS requires of persons filling self petitions in cases of abuse.

Additionally they do not include “Civil Restraining Orders” as required by this Law of American Citizens. The new law also makes no attempt to differentiate between Civil Restraining Orders filed “ex-party” or those that have been challenged in court and upheld.

According to a feminist article in the PR web 2003 ( sorry, I can't remember the exact date), there has been an enormous increase in the number of American men going overseas to find foreign brides. It attributes this to the growth of the Internet and the social globalization. A major concern was that this exponential growth would lead to the international marriages becoming a mainstream phenomenom. The International Marriage Brokers Regulation Act 2005 (IMBRA) was passed by the Congress to put a stop to this. However, in March 2006, A Federal Judge in Georgia put a Restraining Order against this Law, citing several reasons. First, a Department of Justice Study in 1999 showed that there is a LOWER RATE of spousal abuse in mail order brides compared to the general population. Also, an extensive research by a feminist, Lisa Ann Simons ("Marriage, Migration and Markets", 2001)confirmed this. Second, there has never been a single case of an International Marriage Broker (IMB) being accused or charged with human trafficking or slavery. In other words, the mail order brides were in safer marriages compared to the general population. Thus, the Judge declared that the IMBRA unfairly violates our American men's basic rights to seek foreign brides. Now that this Law has been muzzled, the men can continue to go overseas to get their foreign brides, a lot of which is facilitated by the IMBs. This is a disturbing trend and one of the agendas for the feminists groups (and the politicians) is to formulate a strategy to discourage the "cream of the crop" of American men from marrying foreign women. An INS Report to the Congress in 1999 confirmed that most of these American men are rich, conservative, very well-educated and highly successful.
